Description of the issue: i used to be able to download torrents trough brave, but now when i press the link for the torrent download i only get a blank page, and i cant find brave built in torrent downloader. How can this issue be reproduced?

## Description
This is a follow up to https://github.com/brave/brave-browser/issues/44303 (which was solved with https://github.com/brave/brave-core/pull/27876).
The goal here is to DISABLE WebTorrent in GN so that none of the code for WebTorrent is compiled into Brave anymore. There are likely places which were missed (not wrapped with `ENABLE_BRAVE_WEBTORRENT`). We'll need to clean those up too. And then formally deprecate the preference (`kWebTorrentEnabled`).
