Having multiple profile cause custom filter lists to break

Description of the issue: When I have more than 1 browser profile on Brave, I always got an issue where every time I try add a custom filter list, it always failed and give me an error “—download failed”

How can this issue be reproduced?

  1. Add new profile (if you currently only have one)
  2. Go to brave://settings/shields/filters
  3. Add external filter lists for example https://ubo.pages.dev/filter.txt

Expected result: no error

Brave Version( check About Brave): 1.80.124 Chromium: 138.0.7204.168 (Official Build) (64-bit)

Additional Information: This issue also has the other case, where it successfully added without an error, but when you re-open the browser, the filter lists disappear
