I cannot add custom filter lists

Description of the issue:
When adding custom filter lists, download error occurs.

How can this issue be reproduced?

  1. Choose any custom filter list (filterlists.com)
  2. Go to custom filter list settings in Brave.
  3. Add the list

Expected result:
That the list has been added
Brave Version( check About Brave):
1.60.118
