Re your “current fix is to rename the .exe to brave1.exe and gpu status back to normal” ← maybe indicates an installation/update issue? So . . .
IF you are a daring soul, you might go to: ‘https://github.com/brave/brave-browser/releases/tag/v1.85.118’ and get: ‘https://github.com/brave/brave-browser/releases/download/v1.85.118/brave-v1.85.118-win32-arm64.zip’
Expand that ...zip file. Temporarily move the existing brave.exe out of the Brave Browser installation “line of fire”:
"C:\Program Files\BraveSoftware\Brave-Browser\Application\brave.exe"
and park the brave.exe from the downloaded pkg, in that place - for test purposes. Other testing recommendations might suggest trying Brave Beta and/or Brave Nightly - but I have no experience with either.
AND/OR (probably less risk)
You might want to perform an Uninstall of Brave Browser, followed by a computer Restart, followed by an Install. Uninstall procedures are at:
The Brave Browser application brave.exe etc.:
