Windows Hello passkey prompt is blocking login to various websites

Description of the issue:
How can this issue be reproduced?

  1. Attempt to log in to PayPal brings up Windows Hello passkey prompt pop-up.

  2. Deleting/canceling the prompt is not effective, as the prompt returns, and thus blocks all attempts to log in with ones password.

Expected result: If prompt appears, one should be able to ignore or decline, and continue with usual log in.

Brave Version( check About Brave): Brave 1.89.137 (Official Build) (64-bit)

Additional Information: This issue has been reported previously. It also occurred when I attempted to access Brave PW Manager. I use Windows Hello for unlocking my device and accessing my Microsoft account. I do not wish to use it for any other purpose.
