Description of the issue:
There are two connected issues here. One is that the sync menu gets stuck in a notification loop when camera permissions are enabled, and I have to close the application to get out. The other is that I cannot open the menu at all if camera permissions are turned off, so I can’t enter the code manually.

Enable camera permissions for Brave in main settings

Open Brave

Go to Settings > Sync

Select “Scan or enter sync code”

Receive a popup notification reading “Device not compatible: Brave can’t run because your device doesn’t support Google Play services. Please use a supported device.”

If I select “OK”, or attempt to go back, or click anywhere outside the notification, it disappears temporarily, and then immediately reappears

I am forced to close the app to get it unstuck

Disable camera permissions for Brave in main settings

Open Brave

Go to Settings > Sync

Select “Scan or enter sync code”

I am returned to the main settings page with a notification reading “Camera permission was not granted”
