Settings with alternate keyboard layout when adding custom shortcuts

The issue happens when trying to add a new custom keyboard shortcut, in my case one to activate extensions
1.) Add a custom keyboard shortcut
2.) When trying to add one that conflicts either with the keyboard on qwerty and the custom (my case dvorak) both of them are considered taken, not allowing me to use the shortcut

Example: When using Meta + Shift + X for extensions, the Meta + Shift + B for bookmarks prevents it from being activated along with it showing the qwerty layout of the keyboard

Brave Version: 1.69.160

Current workaround, I have a keyboard that can on it’s end that can trigger the dvorak keys preventing that from happening
