Description of the issue:
I press/hold on a tab to try to move its location in my window but it keeps opening in a new window. I DON’T WANT A NEW WINDOW. Especially when it keeps a dozen new windows open in the background. I just want to slide the tab over to a different position in my window. I used to be able to do this if I was careful, but for some reason today it just won’t work. And while there are numerous options to open things in new windows, I don’t want that, I just want to MOVE the tab’s position in the existing window.
How can this issue be reproduced?

Try pressing and sliding an open tab to a new position in an open window. It opens a new window instead. No option to move it in the same window. Frustrating!
Expected result:
You end up with a dozen new windows you didn’t want. If you don’t have your tabs arranged in the desired order, you need to close and open them all over again.

I know I brought this up before. The issue seemed to resolve itself, but it’s back. Thus I call it a bug, I don’t know what changed. No amount of being very careful not to slide up/down or trying to drag the tab back up to the open tabs bar in hopes of it going back in works. Only option is a new window. I just want an option to slide/move my tabs around in the same window’s open tabs bar. (Could at least have an option to drag and drop it back in the same window, we have that option for a new window! Not that it’s an option, it opens a new window anyway.) Please, please offer this option, this is so frustrating. I just lost all my work because I can’t arrange my tabs and ended up opening a slew of identical new windows I then had to close.
