macOS fullscreen: toolbar hover hides Brave tab bar

In fullscreen on macOS, when I move the cursor to the very top of the screen to reveal the system toolbar and traffic‑light window controls, Brave’s toolbar drops down and completely covers the tab bar. This hides all my tabs until I move the cursor away again. I’ve attached a screenshot showing the traffic‑light buttons and toolbar overlapping the tabs.

Steps to reproduce

Open Brave on macOS.

Open several tabs so the tab bar is visible.

Enter fullscreen using the green traffic‑light button or View → Enter Full Screen.

Move the mouse to the top edge to reveal the system toolbar and window controls.

Notice that the toolbar area covers the entire tab bar and hides the tabs.

Expected behavior

Hovering at the top in fullscreen should show the menu bar and window controls while keeping the Brave tab bar visible and clickable.

Actual behavior

The revealed toolbar area fully overlaps the tab bar, so open tabs are hidden and cannot be clicked until the cursor leaves the top edge.
