Two methods for un-installing Brave Browser, when working toward making a new installation of BB:

Re-examine, that you made sure that Brave Browser was not set to be the default browser; and, you made sure that Brave Browser was not set to run at startup of your Windows OS computer; and, after uninstalling Brave Browser, you completely Exited / Quit everything and restarted your Windows OS computer?
And, after thoroughly uninstalling and then restarting the computer, you visited various locations where Brave Browser might have been installed:
For the system level installation of Brave Browser, the brave.exe file will be at:
64 architecture
"C:\Program Files\BraveSoftware\Brave-Browser\Application\brave.exe"
x86 architecture
"C:\Program Files(x86)\BraveSoftware\Brave-Browser\Application\brave.exe"
For the user level installation of Brave Browser (you DO NOT have administrative privileges, during installation), the brave.exe file will be at:
"C:\Users\[UserName]\AppData\Local\BraveSoftware\Brave-Browser\Application\brave.exe"
Making sure again, that the parent - the \BraveSoftware\ directory - has been deleted from all those possible installation locations (and Recycle Bin / Trash emptied).
Followed by another restart of the computer.
