Brave Shields dialog/popup not showing up at all

Description of the issue:
When pressing the brave shields button, the popup doesnt show, or the dialog without any content shows up
How can this issue be reproduced?

  1. Click on the brave shields button
  2. Observe the issue

Expected result:
Should open and allow me to change shield options

Brave Version( check About Brave):
Brave 1.80.115
Chromium: 138.0.7204.97

System:
OS: Arch Linux
Kernel: Linux 6.15.4-zen2-1-zen

I have same issue - Brave Release v1.80.122 (Jul 16, 2025), Kubuntu 25.04 with KDE Plasma 6.3.4 on Wayland. I tested everything themes - QT, GTK and classic.
