I have problems to open the Brave Shield to for example turn off ad blocking. When I click on the icon it doesn’t open the window, basically nothing happens… Sometimes it opens this weird black box:

### Description
At the end of the search bar, there're couple of icons, includi… ng share button, Brave logo, and Brave rewards. Upon clicking the browser logo, the intended thing to happen is a popup to appear which works even for me on another desktop device. On another, however, clicking it only results in a blob-like outline (can be seen on the image below) of it appearing, leaving users without features locked in this menu.
### Steps to reproduce
1. Click the Brave browser logo
2. Be unlucky enough for it not to work
3. Watch with horror how's your QoL dropping

The mentioned blob appears

Open the brave icon popup with the settings for shields, remembering one on the site, etc.
