Why Does a Download Cause the Brave Browser to Move down my screen a half inch for every download I do?

Any time I download a file, pdf, graphic, or whatever, the Brave browser moves down my screen about a half-inch. After the download, I have to grab the top bar and drag it back to the top. This is incredibly annoying. Is there any way to fix this bug?

Issue presents with default settings. Yes.
Shields have no effect
the site doesn’t break. It’s just that if I download anything, the entire windows slides down my screen about a half inch. So after each download, I have to grab the window and move it back to the top.
When using any other browser, I don’t have this problem.
