While on enterprise VPN, browsing only works in Private mode

**Description of the issue: **
While I am connected to enterprise VPN via CISCO anyconnect, browsing only works in private window. I have tried other browsers and they all work.

How can this issue be reproduced?
Not sure if this can be reproduced if you do not have access to a VPN
1.connect to a vpn via cisco any connect
2.try browsing in normal mode
3.try browsing in private window

Expected result:
You will be able to browse websites only in private window

Brave Version( check About Brave):
Version 1.29.81 Chromium: 93.0.4577.82 (Official Build) (64-bit)

Additional Information:

VPN is system wide, so unless its detecting a cookie saved. Try clearing cookies/cache, then re-login.
