When creating a tab group while in vertical tab view the second tab cannot be dragged in

Description of the issue:
Whenever you create a tab group in vertical tab view you cannot drag the second tab in

How can this issue be reproduced?

1. create a new tab group from a tab in vertical tab view
2. try dragging in a second tab
3. the tab now just avoids the tab group and doesnt “join” it

Expected result:
2nd tab can be dragged into a tab group
