Website shorcut on desktop does not open

Description of the issue: When i create a shortchut to a website on my desktop, it does not open on double click.

Steps to Reproduce (add as many as necessary):

  1. Go to a website
  2. Open the hamburger menu
  3. Click on “More tools > Create shortcut”
  4. Tick “Open as window”
  5. Icon on desktop should be created, double click it
  6. Nothing happens

Actual Result (gifs and screenshots are welcome!):
Nothing happens

Expected result:
Open a new window with the website

Reproduces how often:
Always

Brave Version(about:brave):
0.61.52

Reproducible on current live release (yes/no):
