Unable to turn Brave shields back on

Description of the issue:
I turned brave shields off, and am unable to turn them back on. When I click the Brave icon in the address bar nothing happens except a clicking noise. I really want to turn them back on.

How can this issue be reproduced?

Expected result:
To be able to toggle shields on and off at will.

Brave 1.10.99 chromium 83.0.4103.116
