I would test the following possible workaround for Brave Browser (Windows OS) users . . .
1st Open an elevated Command Prompt
Press Start, type cmd
Right‑click “Command Prompt” → Run as administrator
2nd Create the following directory Symbolic Link
cd C:\Users<Username>\Documents
mklink /D “DownloadsMirror” “C:\Users<Username>\Downloads”
3rd In a Brave Browser New Window , go to: brave://settings/downloads and set the default downloads folder to:
C:\Users\<Username>\Documents\DownloadsMirror
And take a look at the test files for downloading:

In addition to an alternative therein, I wrote about (I use a Mac):
Within my /Users/username/Downloads folder, I have an additional folder named Firefox_DOWNLOADS → /Users/username/Downloads/Firefox_DOWNLOADS ← that is set to be my default downloads folder.
Some Brave Browser users have reported, that the following Safe Browsing switch needs to be Disabled / Enabled (you mentioned that in your OP screenshot, but I wanted to add the following screenshot):

I am using a Mac (MacOS 14.7.6) and Brave Browser 1.80.124; Private Windows; Global Shields UP; Global JavaScripts and Cookies Allowed. Using the previous update BB version, and especially with this BB version, I often encounter download failures - the downloads are incomplete, the process stops, and it does not rekindle.
I immediately switch to Firefox, which does not have a problem downloading.

Description of the issue:
How can this issue be reproduced?
Download any file (frequently from Gmail).
Note that the file never actually downloads but the number in the dock icon increases.
Quit Brave and restart. Usually, this fixes the problem.
Eventually the bug comes back.
Expected result: Clicking on Download for any file completely downloads a file without issues.

I am laughing, because that nutty thing keeps popping up . . . and then disappears . . . and then re-appears . . . rinse & repeat . . . all through the download process that actually, for large files, never ends.
Small files, OK. Big files, Nyet - such as the Brave Browser .dmg installers. I do not know what the cause is. Sigh.

Hello. I installed Brave before without any problems. But when I tried again a few weeks ago, and also today, the installer couldn’t finish downloading. The download starts, the progress bar fills slightly (and I can confirm that data is being transferred). But after a couple of seconds it stops, waits a little, resets the progress bar, and starts over. And after a couple of seconds—right at the same spot on the progress bar—it stops again, waits, resets… again, and again, and again. I tried red…
Brave (v1.84.141, Windows desktop) freezes and becomes unusable when downloading very large files (>12 GB). Downloads may not appear in the UI, and the system can become unstable until Brave processes are killed. Microsoft Edge (Chromium) downloads the same files without issues, pointing to a Brave-specific problem.
