Tab Search Gets Cut Off with Vertical Tabs

Description of the issue:
How can this issue be reproduced?

  1. Enable vertical tabs.

  2. Open 13 or more tabs.

  3. Open tab search by clicking the search icon above the tabs or with cmd + shift + A.

Expected result:

The bottom will be cut off. It is fine if you enter tab search from the toolbar, however.

Brave 1.81.135 (Official Build) (arm64)
