Description of the issue:
When having synced enabled and Open tabs and Saved tab groups enabled in the setting.
I would expect the synced tabs to be grouped, however when I open it in a new device they’re all loose without a group.
Steps to Reproduce:
- make sure 2 desktop/laptop devices are synced with the settings mentioned above enabled.
- on device A create a tab group
- on device B, go to histroy → Tabs from other devices → press the 3 dots from device A → Open all
- witness how the tabs in groups from device A are without a group on device B

- laptop running Fedora linux
- Desktop running Windows 10
