Skipping to different positions in videos

Description of the issue:
Not able to manually move the time arrow in a video.

How can this issue be reproduced?

  1. Download a video
  2. While the video is running I want to jump from say, 10 seconds to 20 seconds manually using the curser arrow.
  3. It will not allow me to move the time of the video forward or backward. I have to either download the video onto my hard drive before I can do this.

Expected result:
Ability to move the video forward or backward.
