Seemingly random window focus/z-order changes

Semi-resurrection of Fiddly window focus issue

I’ve witnessed this similar thing for a while now and it’s either become worse with the latest release, or I’m just less tolerant of it lately.

Primarily seen on windows 7 64-bit but also on OS-X and Linux Mint.

  1. Open multiple windows - usually with multiple tabs each.
  2. While working in one window, another will “rise to the top” but not actually get focus, and just obscure the active window.

Expected result:
Window Z-Order shouldn’t change without user intervention.
