Description of the issue: How can this issue be reproduced?
open two brave windows
open another app like Notes
click on brave window 1 to focus then click on the other opened app like Notes
click a tab from brave window 2
notice how both of the brave windows are brought to the front and the Notes app is completely hidden.
Expected result:
i expect only brave window 2 should be focused when the tab on it is clicked and the Notes app should also still be in front and visible.

Couldn’t upload a video to repro bc of “Sorry, new users can not upload attachments.”
my use case is that I’ll have two different brave windows open on 1 monitor while i have the Notes app opened on the other monitor in addition to a third brave window opened on this monitor with the Notes app. I usually go between the Notes app and window 1 or 2 depending on which tab i’m viewing and when i do that, the Notes app will get sent to the back because all of the brave windows get brought to the front.
@tommy I’ve gone ahead and updated your user level and you should now be able to share screenshots/upload videos if you’d like to share a recording of the behavior. That said, I do not see this on my end, unless I am performing these steps incorrectly:

Unfortunately I cannot reproduce the issue. This time I did click on the tab itself but it didn’t change the result:
@Mattches oh you know what, it might be bc of the vertical tabs. when i changed it back to regular tabs like in your vid, it was fine. when i changed it to vertical tabs, i saw the issue again.
