Scrollbar suddenly moved a few pixels to the left, not in the full corner/side (only brave)

Description of the issue:
How can this issue be reproduced?

  1. Open most sites (example: youtube.com or even community.brave.com)

  2. Click down right corner / utmost right side to scroll (down)

    scrollbar does not work, because the scrollbar is not at the full right side, so you click “miss”

Expected result: Scrollbar is at the edge of the screen so when you move the mouse to the right it should work

Brave Version( check About Brave): v.189.145

Additional Information: this is very annoying cuz my routine is often to scroll down by clicking on the scrollbar and suddenly now I can’t easily acces the scrollbar and need to aim instead of just moving the mouse to the border/edge, I checked another chromium browser and there the problem does not exist. Also when I move the mouse to the full down side (in fullscreen) or full right side when normally scrolling with mouse wheel/touchpad it also does not work cuz the browser does not recognise i am in the app i think? while it does work same sites same stuff in another browser (Helium)

I can visually see you have this enabled, and this is what causes it. It’s a silly feature which seems to only cause disdain.
