Private Mode Should Not Dictate Theme

Description of the issue:
When using Brave in Private mode, the browser takes on a dark theme that makes many aspects difficult to see. Private mode should do what it does without changing any of the theming or colors as it has nothing to do with clearing cache, history, etc.

How can this issue be reproduced?

  1. Use Brave in Private mode

Expected result: Brave should keep browsing private and do nothing else

Brave Version( check About Brave): 1.67 (127)

Mobile Device details iPhone 14 Pro Max (iOS 17.5.1)

I used to use a Chrome theme that did light in private, but it stopped working because of something Chrome did.
