Previous sites open at startup instead of new tab

Description of the issue:
Previous tabs open at startup although “new tab” (nouvel onglet in French) is set in prefs.
How can this issue be reproduced?

1. Everytime since I’ve used Brave (one month or so)

Expected result: A single empty new tab opens at startup

Brave Version( check About Brave): Brave 1.85.111 (Build officiel) (arm64)

To clarify, you’re saying that if you quit the browser app (right-click Brave in the dock, select Quit) while you had some tabs open, then click to open it again, it launches with those sites loaded?
