Diffrent tab opening instead of new tab

**Description of the issue:**On startup,Brave opens two sites instead of new tab

**Steps to Reproduce (add as many as necessary): 1. 2. 3.**After adding a homepage extension and removing it

Actual Result (gifs and screenshots are welcome!):

**Expected result:**It should open new tab without opening these two sites

**Reproduces how often:**Every time I start brave

**Operating System and Brave Version(See the About Brave page in the main menu):**Windows 10 20h2, Version 1.27.109 Chromium: 92.0.4515.115 (Official Build) (64-bit)

**Additional Information:**This issue started since yesterday,removed all the extensions still its happening

Type brave://settings/getStarted in the address bar and make sure Open the New Tab page is selected under On startup.

alright will let u know after testing

ok update, i unpinned and pinned brave again and it started to work again.
i may have put some launch options which caused this issue.
