Pinned tabs disappear when restarting Brave

Description of the issue:
How can this issue be reproduced?

  1. Pin one or more tabs in a Brave session.

  2. Exit Brave

  3. Open Brave

Expected result: Tabs will be in place as they were when you exited Brave. BUT they are not there anymore.

Brave Version( check About Brave): Brave is up to date

Brave 1.83.118 (Official Build) (64-bit)

Chromium: 141.0.7390.108

Additional Information: This bug has been reported many times since 2019 and is now occurring again. For me, it started about a week ago (mid-October 2025). Before that, I have never had this problem.
