Description of the issue:
You cannot merge tabs from other windows when using vertical tabs.
Steps to Reproduce (add as many as necessary): 1. 2. 3.
1 Enable vertical tabs
2 Have two windows
3 Try to drag a tab from window A to window B

Windows do not merge
Expected result:
Windows merge like normal
