Description of the issue: I have tried all three settings of memory saver, and no matter how long I wait, the tabs never get put to sleep. The browser is using a lot of RAM because of this.
Steps to Reproduce (add as many as necessary): 1. Turn memory saver on 2. Wait 3. Tabs don’t get put to sleep
Expected result: Tabs put to sleep, reduce RAM usage.
Reproduces how often: 24/7
