I am unable to create a desktop shortcut to a website/url in private window

Description of the issue: “Create Shortcut” is grayed out when in private window.

How can this issue be reproduced?

  1. Open a private brave window

  2. Go to a website

  3. Three line button top right > Save and Share > Create Shortcut

Expected result: Adds a desktop shortcut to that url, that will open in a private window

Brave Version( check About Brave): Brave 1.81.131 (Official Build) (64-bit)

Additional Information: Create shortcut is also grayed out when attempted on google chrome
