Description of the issue: Refresh when zooming out is less of a feature and more of annoyance, I wish I could disable.
How can this issue be reproduced?

Use any website that involves zooming and zooming out on the page to navigate the UI

Be in the middle of inputting a form or something

Zoom out, then you will refresh and lose all progress
Expected result: just zoom out and not refresh and lose all my progress on the site. This happens to me way too often on too many sites
