Description of the issue:
Random, or most probably, the previous tab shows as a fake tab in the tab strip at the bottom. Sometimes, tabs opened in Incognito mode appear in the normal tab, which is really concerning. It is not clickable; as soon as I open up the whole tab view page, the fake tab strip disappears.
Expected result: it should not show the fake tab

Can you tell me what type of device you’re using when you see this?
In addition, can you also share a recording of the happening where it shows the Private tab appear there? Ideally the recording would show you closing the private tab first, then going back to normal tabs and showing where the closed private tab appears on the strip.

### Description
Every now and then when having a few tabs open and ive switched… between them, the tab im in shows the address of the previous tab when i scroll up so the address bar is hidden and scroll back down to make it visible, but only while i hold my finger on the screen, as soon as a lift my finger the address bar changes back to the correct address.
### Steps to reproduce
I had to try a few times to reproduce it but this is what i did
1. Open a page (private tab with google in my case)
2. Tap and hold a few links to open in new tabs
3. Switch between them a bit (i used swiping left and right on the bottom bar)
4. Stop on a page where you're able to scroll up in a way that hides the address bar
5. Tap and hold on the screen and scroll down so that the address bar becomes visible again without releasing your finger
6. Without releasing your finger look at the address while releasing your finger
### Actual result
As the address bar becomes visible it shows the address from the previous tab you had open and when you release the tap/touch, the address changes back to the correct one
### Expected result
For the address field to always show the address of the website you're on

### Miscellaneous information
My steps worked best after it had already happened once, after reproducing it twice it stopped working so i wasnt able to try it with the brave shields disabled.

Looks like it can repro in Chrome and may require an upstream fix.
