Developer Tools Key Shortcut Not Working in Windows 10

Description of the issue:
On Windows 10, opening Developer Tools in Brave Browser works only if it is selected from Hamburger upper right corner=> More Tools => Developer Tools CLICK

Entering the key short cut (Ctrl+Shift+I) does not work

Is there a way to fix this?

How can this issue be reproduced?

  1. On windows 10 (version 10.0.19045 build 19045) with Brave Browser (version 1.80.115)
  2. While holding down Ctrl and Shift key, then hit the letter I
  3. Nothing happens

Expected result:
Developer tools should open
