Desktop to desktop sync does NOT sync open tabs and bookmarks
Sync gave me the bookmarks on the tool bar and that is all
Everything in the sync window is selected, checked select all

Synced tabs from other devices can be found here:
Passwords and other data may take a moment to Sync but should go through initially. You might also try ensuring that you close the browser on both PCs and then relaunch on the destination PC.
