Custom filters don’t work

Description of the issue:

How can this issue be reproduced?

1. In Settings > Shields & Privacy, set Trackers & Ads Blocking to “Strict”
2. In Content Filtering > Custom Filters, block a whole domain, e.g., ||x.com^
3. Visit that blocked domain
4. Domain loads unblocked

Expected result: In previous version there would be a warning screen that this site might track you, with buttons to go back or to proceed.

Seems to work just fine for me.

And I see your issue. Notice how on this screenshot, look at bottom right. You have your Shields off. So of course anything you put into Shields isn’t going to work
