Can't Take Sites Off of "Always Allowed" in Cookie Settings

In my list of sites to always allow cookies on, there are some at the end that seem broken. They show the wrong favicon, and they have a trashcan icon instead of the usual arrow, and nothing happens when I click the trash icon. I am able to change my other cookie settings without a problem, but I can’t get rid of these broken ones at the end of the list. I know the bug is not just visual because these sites are allowing all cookies including third party which are disabled by default. Is this a known issue and is there any way to fix it?

I solved the issue. The trashcan icons are caused when you change your shield settings for certain sites. This makes them show up in the allowed section on the cookie page, and I assume it is a bug that you cannot remove them. You can get rid of them by going to that site and changing your shield setting to the level you want (all, not cross site, or none). Hope this helps anyone having the same issue.
