Bug: "Show Bookmarks On New Tab" doesn't work

Description of the issue: When new tab opened, bookmarks bar appears for second, then disappears.
How can this issue be reproduced?

  1. Do Settings > Show bookmarks > Only on the new tab page

  2. Open a new tab

  3. Bookmarks bar disappears

Expected result:

Bookmarks bar should be visible on new tab

Brave Version( check About Brave):

Brave 1.82.161 (Official Build) (64-bit)
Chromium: 140.0.7339.80
