Brave shield does not turn on when going to most sites

I have its global defaults set, but anytime I open a new page or link, it simply does not activate. The new page launches with shields off. Pages iv never been to. I noticed this started not long after updating to windows 11.

Description of the issue:
How can this issue be reproduced?

  3. have tried re installing,
