Description of the issue:
whcn trying to save a file, it hangs for several seconds.
Steps to Reproduce (add as many as necessary): 1. 2. 3.
try to download any file
Actual Result (gifs and screenshots are welcome!):
it does eventually bring up the select download location explorer window
Expected result:
it should be instant.
Reproduces how often:
every time.
Operating System and Brave Version(See the About Brave page in the main menu):
Windows 11 pro latest update
Microsoft Windows [Version 10.0.22621.2861]

troubleshooting - clear the download history and the behavior stops.
I have seen this posted in a few threads, but it is not fixed.
I recently switched to a chrome browser for my online shop account and it never hangs trying to download a file on the same OS and hardware.
If you clear the download history, the problem goes away.
the last time i tested it, it starts after about 6 things have been downloaded.
can anyone say why this bug is not fixed after it’s been reported and proven so many times?
