I let anyone know that I have force to going in to change D3D9 to Default.
Brave - Choose ANGLE graphics backend

Change to Default
After fix above before I doing to swap between versions of Brave.
Now working fine when I swap my old Brave 126.1.67.116 to 139.1.81.131 is working normal way. I think new update scare me before and I think it’s broke my internet. But not that.
Thanks to Saoiray for help me out! I did solve my problems away. I don’t see any screen tearing / screen flashing on video. I’m happy for that. 
If I see any weird or any problems then I will have come back to Brave forum / community to report any problems then create new posts anytime later in near future. I don’t want Brave to have another problems again in near future.
Also I forget one more thing that I want Brave to add “Live Captions” built in it. Like Google Chrome have “Live Captions” when it was added to Windows 7, Linux, Mac OS to future operating systems like now. I begging Brave developers to add Live Captions inside Brave would be awesome for all people who are deaf, hard of hearing and disabled (when hearing people lost in many different way). It would be great news for all of people to read Live Captions everywhere on internet like News, YouTube, GameSpot, social websites and many more. Cheers

I already know Android 14 and above, Windows 11 and later have built in Live Captions. I not sure about Linux and Mac OS if have Live Captions built in them. I used VMware Workstation Pro to learning to use Linux Mint but it’s don’t have Live Captions built in, but sad news. I never experience Mac OS before.
