Description of the issue: Auto hiding of toolbar and address bar does not work when scrolling. I have read some here with this issues recently and none of them have solutions. I am looking for. I have seen that having accessibility on causes this issue but I cannot have mine off due to reasons that it must be turned on. Other browser on my mobile such as samsung internet does not seem to have this issue.
How can this issue be reproduced?

Having opened accessibility in settings without any accessibility apps on once. Or having accessibility button. Or having accessibility app turned on.
