Description of the issue:
In regular use, the browser toolbar and address bar sometimes stop hiding when the user scrolls down on a web page. This issue can be consistently reproduced after a specific sequence of network state changes and tab switching. The bug is limited to specific tabs and can be “spread” to newly created tabs. A full restart of the Brave app is required to resolve the problem.

How can this issue be reproduced?
- For a clean start, clear all Brave browser data.
- Open Brave and navigate to reddit.com. This will be Tab 1.
- Open a new tab and navigate to brave.com. This will be Tab 2.
- Force-close Brave from the Android task manager (swipe up).
- Turn off your internet connection (e.g., Wi-Fi or mobile data).
- Relaunch Brave. The browser will open on Tab 2 and fail to load the page, and a “No internet connection” banner will appear.
- As soon as the “No internet connection” banner appears, re-enable your internet connection.
- While the “No internet connection” banner is still visible on Tab 2, immediately tap on the “Tabs” button and quickly switch to Tab 1 (reddit.com).
- Wait for the network connection to be restored. The “Back online” banner will appear while you are viewing Tab 1.
- After reddit.com loads, scroll down on this tab. The toolbar and address bar will hide as expected.
- Now, switch back to Tab 2 (brave.com). Scroll up and down. The toolbar will not hide.
- Open a new tab and navigate to any website. Scroll up and down on this new tab. The toolbar will also fail to hide.
Expected result:
The toolbar and address bar should always hide when a user scrolls down on a web page, regardless of previous network state changes or tab-switching activity.
