Description of the issue:
Latest Brave version adds the Shields (lion head) icon to the PWA in order to help manage the setting in a PWA window.
However, there also appears to be a new “Adblock-Only mode” prompt offering the ability to only disable non-Adblock-related privacy settings, leaving ad blocking intact for the site.
The prompt does not appear if you click the Shields icon in a PWA window, and since you cannot make a selection here to get past this prompt, the settings do not actually get changed.
As a workaround, you can visit the site in a ‘normal’ (non-PWA) window and disable Shields there.
How can this issue be reproduced?

Open a PWA where Shields are enabled

Click the Shields icon

Notice that Shields does not actually get disabled for the site.
Expected result: Shields should be disabled for the site.

Additional Information:
I am not sure how/when the new prompt is set to appear, so it’s possible if you’ve already dismissed the prompt in some other context, it won’t appear again and cause this issue. In my case I was having issues with a PWA and otherwise rarely change Shields settings, so this was the first time I’ve seen it. (Now that the prompt has been dismissed I no longer have issues toggling Shields in the PWA.)
