"Adblock-Only mode" prompt does not appear in a PWA and makes it impossible to disable Shields from that window

Description of the issue:

Latest Brave version adds the Shields (lion head) icon to the PWA in order to help manage the setting in a PWA window.

However, there also appears to be a new “Adblock-Only mode” prompt offering the ability to only disable non-Adblock-related privacy settings, leaving ad blocking intact for the site.

The prompt does not appear if you click the Shields icon in a PWA window, and since you cannot make a selection here to get past this prompt, the settings do not actually get changed.

As a workaround, you can visit the site in a ‘normal’ (non-PWA) window and disable Shields there.
How can this issue be reproduced?

  1. Open a PWA where Shields are enabled

  2. Click the Shields icon

  3. Notice that Shields does not actually get disabled for the site.

Expected result: Shields should be disabled for the site.

Additional Information:

I am not sure how/when the new prompt is set to appear, so it’s possible if you’ve already dismissed the prompt in some other context, it won’t appear again and cause this issue. In my case I was having issues with a PWA and otherwise rarely change Shields settings, so this was the first time I’ve seen it. (Now that the prompt has been dismissed I no longer have issues toggling Shields in the PWA.)

Seems like there’s some other weirdnesses with Shields behavior in PWAs; in this case I’m not sure if the setting is actually active/toggled or if the display is just wrong but clearly the two do not agree on the state (icon should be gray OR the setting text and switch should be different):

I’m on normal window and don’t see “Adblock-Only mode” toggle either. The Shields icon is following the Adblock state tho.

The only way to enable that mode (AFAIK) is go to settings which will affects globally and I don’t want that.

No, in a normal window there was a button in the middle of the Shields dialogue asking if I wanted to try using that mode. I dismissed it and have not seen it again. I do see the option in Settings, but this looks like it was a temporary prompt to turn that on, which I did not elect to do.

I can’t reproduce it, even in other profiles. It might only appear once after an upgrade, not sure exactly. But since my first time clicking on Shields (post-upgrade) was in a PWA, I experienced issues with it then since it was not visible (but probably should have been).
