Description of the issue:
How can this issue be reproduced?
- Enter the “Cmd+`" shortcut on a Mac using the Hebrew keyboard.
- Brave becomes unresponsive and starts spinning through all available windows.
Expected result:
This is a standard Mac keyboard shortcut and Brave should cycle through all available windows when this keyboard shortcut is pressed. Instead Brave starts spinning through all available windows. It does not stop and no window can be used. The only way to exit this is to kill Brave or to switch back to the english keyboard and press Cmd +` again which will stop Brave from spinning through windows and resume the normal behavior.
