What makes Brave put the css 'head { display: none;} into the user agent stylesheet?

Description of the issue:
A page that is visible in Firefox shows blank in Brave.
In Brave, Show Source shows page code.
Developer Tools shows a css style:
head {display: none; }

How can this issue be reproduced?
One website is:
https://imageleicestershire.org.uk/home
I have seen others with the blank page problem, but have not used Developer Tools to diagnose.

Page shows as it does in Firefox
