Vimium Extension not active with local HTML files

My vimium extension doesn’t work when viewing local .html files. I use pandoc to turn my markdown notes into .html but when I open those files in brave none of my vimium keys apply.

How can this issue be reproduced?

  1. install vimium
  2. open locally stored .html file
  3. vader no

Expected result:
Vimium works as it does for websites. If I upload my local html files to the web the vimium keys work as expected.

Brave Version:
Brave Browser 88.1.20.103

Additional Information:
Running up-to-date Ubuntu 20.10
