Why does the URL bar get a red outline after switching tabs?
It is quite distracting, I keep thinking there is an error on the page

The bright red is actually a bug – the highlight is intended to be far more subdued. You can see this change already reflected in the Nightly build:

You should see the change pushed into the next (stable) major browser update.
