Top sites on home page show site visited in private sessions

Description of the issue:
Opening a new tab I noticed that the “top sites” list at the top of the page showed some sites that had only been visited in Private or Private-with-Tor windows.

Steps to Reproduce (add as many as necessary):
Start with clean install. Visit a site in a private session. Open a new window (not private) and see the visited site listed as a top site.

Actual Result (gifs and screenshots are welcome!):
Privately visited site are shown

Expected result:
Privately visited site should not be remembered or saved anywhere, so should not show up as a top visited site.

Linux. Brave 1.88.132

Additional Information:
This is a privacy and security bug. When a use uses the “New private window” or “New private window with Tor” it is reasonable for them to expect the browser to not save the url of that visited site anywhere. If these site show up in the top sites, then the URLs must be getting saved to the local disk.
