Correcting my blundering of 2 days ago . . .
For the following, my reference to the Brave Browser Site Specific Shields settings, applies to the Brave Lion icon (that you click) very nearby the right end of the Brave Browser URL address field.
Brave Browser Site Specific Shields settings CHANGES tend to NOT stick when using Brave Browser Private Windows.
IF you start up Brave Browser and use only Brave Browser “normal” aka “regular” aka “standard” Windows, and visit some website, and make a change in the Brave Browser Site Specific Shields settings ← those settings changes will probably stick for both:
- Brave Browser “normal” aka “regular” aka “standard” Windows
- Brave Browser Private Windows
BUT, the settings will not stick (should not stick), if you cleared them by having the Site and Shields Settings switch Enabled for the Advanced tab at brave://settings/clearBrowserData ← and you clicked the Delete data button.
AND, the settings will not stick (should not stick), if you clear them by having the Site and Shields Settings switch Enabled for the On exit tab at brave://settings/clearBrowserData ← and you Exit / Quit Brave Browser.
SIDE NOTE: A pattern I have noticed for Brave Browser desktop:
When you bookmark a webpage and are using a Brave Browser Private Window, the bookmark’s icon in the Brave Browser Bookmarks list and Bookmarks Manager window may be generic ← the webpage/website icon is not displayed.
When you bookmark a webpage and are using a Brave Browsers “normal” aka “regular” aka “standard” Window, the bookmark’s icon in the Brave Browser Bookmarks list and Bookmarks Manager window will probably reflect the icon/image for the webpage/website of interest. So, there may be a correlation (repeat, maybe):

Webpage / website icon displays for bookmark → Brave Browser Site Specific Shields settings stick.

Webpage / website icon DOES NOT display for bookmark → Brave Browser Site Specific Shields settings might not be sticking.
Tips regarding Brave Shields:
I have more success, with:
- Brave Shields UP, but . . .
- Either Allow All Cookies or Block 3rd Party Cookies, but NOT Blocking All Cookies
- Allowing JavaScripts from specific sources, but NOT Allowing All JavaScripts
- Trackers & Ads treatment: Aggressive (at first), and then incrementally relaxing that setting
- Fingerprinting (aka footprinting) blocking: Strict (at first), and then incrementally relaxing that setting
I almost NEVER use:
- All of Brave Shields UP
- All of Brave Shields DOWN
